To whom it may concern,

As the former secretary of the Far North Drug Abuse Resistance Education (DARE) support committee, I had first-hand involvement in funding the development and piloting of the Hikoi programme for troubled secondary school students at Kaitaia College.

Hikoi was developed specifically with reference to local needs from the original resource, 'Gem of the First Water', and proved so successful that it began attracting keen interest from secondary schools around the country long before the trial was completed.

Its major virtue, perhaps, is that the lessons and skills that emanate from the book are immediately relevant to the lives of the students who can benefit most from them. It is sufficiently flexible to be used on a one-to one basis or as a teaching resource for small groups, and has demonstrated that it has the power to literally change lives.

I have been involved with many school drug / alcohol and self-esteem-type programmes over many years including a hands-on role with DARE since its initial delivery in this country, and know the difference between a good valuable resource and one that is not effective. Gem of the First Water, in my estimation, has proven itself as an exceptional resource, one that has been put to good use in this community and which has the potential to reach young people throughout this country, I would unhesitatingly support any effort that involved giving young people the opportunity to learn from it.
